Salem Sheriff's Office pins a new Chief Deputy, names a new Captain

Lieutenant J. David Rorer was appointed Chief Deputy and Keith Mucha was promoted to Captain of the Salem City Sheriff’s Office July 1.

Rorer will hold the rank of major and will be responsible for the supervision of daily activities within the courthouse. During his 19 years of service with the Salem Police, Rorer led the department to its initial accreditation status in September 1997 as well as the accreditation terms in 2002 and 2006.

He is excited to be a part of making the sheriff’s office “the extraordinary” by increasing safety and training measures beyond accreditation standards. “It’s not just the uniforms or the fancy cars,” he said, “it’s in the quality of the people.”

Rorer also serves as pastor of the Eternal Hope Baptist Church in Salem. He earned an associate degree in Administration of Justice from Virginia Western Community College and completed baccalaureate degree requirements with Bluefield College.

Mucha originally hails from California, but came to serve in the Salem Sheriff’s Office 19 years ago.

Sheriff Ric Atkins credited him as “being the most knowledgeable in the field of civil process,” adding that Mucha has helped the office understand “the realization that at any moment [in the court system], you can make an impact on people’s lives.”
